The top 5 percent of bandwidth users may experience slower connections.

Wall Street Journal: As it begins selling Apple's iPhone, Verizon has put into place a new policy that would allow it to slow connections for heavy users. On its Web site, the company announced that it reserved the right to "throttle" the top 5 percent of users if their activities were affecting nearby users. The policy only affects new subscribers.

Early indications suggest that Verizon's sales of the iPhone 4 are very strong on its first day of availability.
