AT&T and T-Mobile are offering handsets with the new operating system; prices start around $199 with a contract.

InformationWeek: Starting today, U.S. consumers have the opportunity to purchase mobile phones featuring Microsoft's Windows Phone 7 operating system. The primary launch partner, AT&T is offering either the Samsung Focus or HTC Surround for $199 with a two-year contract. T-Mobile is selling the HTC HD7 for $199 with a two-year contract and will add the Dell Venue Pro sometime in the future.

For now, major retailers do not seem to have any Windows Phone 7 handsets available. Instead, consumers who want to buy phones will need to purchase them from the network providers.
