In a letter to the FCC, the Department of Justice said that making more broadband wireless licenses available would encourage greater competition.

Ars Technica: In a letter to the FCC, the Department of Justice has said that making additional broadband wireless licenses available would encourage greater competition. Noting that companies needed access to sufficient spectrum in order to compete, the DOJ called spectrum scarcity a "fundamental problem." They also wrote, "Given the potential of wireless services to reach underserved areas and to provide an alternative to wireline broadband providers in other areas, the Commission’s primary tool for promoting broadband competition should be freeing up spectrum."
